Anyone looking for a rare car should enter the livery competition whatever the skill level.
Thet's because it's not a "best livery" but a "most popular" contest. If you have lots of facebook friends you will have a great chance of winning a rare car as long as they give you a "thumbs up" on your post.
The contest was designed to draw more people to the game not reward artistry of any kind.
